Overview:

Provide Full Life Cycle Acquisitions subject matter expertise to Contracting Officers (KO), Contracting Officer’s Representatives (COR) and local vendors in Afghanistan, including WAWF/SPS/PD2/CAPS user support, training, and implementation.

 

Duration: 6 months, with the possibility of an additional 6 month extension



Responsibilities:
  • Monitor and manage projects throughout the acquisition process
  • Review contracts for WAWF compatibility and provide local commander with recommendations for improvement
  • Train Contracting Officers to review contracts and make necessary modifications, making it possible to process the awards through the electronic invoicing systems
  • Assist and train local users with the vendor management system and end-to-end electronic procure-to-pay process
  • Prepare and present status reports, briefings, and presentations to senior department officials and outside agencies


Qualifications:
  • Bachelor’s Degree in accounting, business, finance, contracts, purchasing, economics or other related field preferred
  • Active/former Contracting Officer, Contracting Specialist, and Contracting Officer Representative a plus
  • Versed in procure-to-pay systems, including contracting writing, entitlement, disbursement (including CAPS-W and CAPS-Clipper), and financial management systems
  • At least five years of Federal Government Contracting experience, including 2 years functional and/or technical experience with Wide Area Work Flow (WAWF)
  • Experience with Standard Procurement System (SPS) and Procurement Desktop 2 (PD2) a plus
  • Well versed in FAR, DFAR, and SOP regulations
  • Understanding of contract components (DoDAACs, CAGE, CLIN structures)
  • Comprehensive understanding of the vendor registration process (NCAGE/DUNS/CCR/WAWF/PIF/My Invoice)
  • Excellent organization and communication skills
  • Understanding of the DFAS process steps, reports and contact points
  • U.S. Citizenship and ability to pass a background check required
  • Active Secret Clearance desirable, ability to obtain a Secret Clearance required
